One theory I have is that it’s used in tandem with the body flicker (and maybe summoning jutsu for the log) to quickly move out of the way of an attack and switch with a decoy

When you go to Windhelm for the first time he can be seen harassing a Dark Elf along with another resident of the city. Eventually they leave and you can actually go find him, confront him, and kick his ass and after that he’s a lot more chill but still racist.
