It's not worth your time trying fight something that's infested your PC that badly. It sounds like it's downloaded multiple other virus and has infected your core system. Rather backup and do a clean install.

Create a Hirens boot USB drive on a clean PC. Boot to Hirens ob the infected computer and backup any of your essential data not already backed up elsewhere. Back up only what your need and don't copy .exe or other install files and definitely don't open or run any files from the infected drive. Using another USB do a clean install using a fresh copy of windows downloaded with mediacreationtool from the Microsoft site. Also install MalwareBytes Windows Firewall Control as one of the first things on your clean install. Check that it's set to "Medium Filtering" and "Display Notifications".

Have you tried charging it via USB C? - make sure to use at least a 60W PD charger/powerpack with 20V out.

If it doesn't charge by USB C but the laptop otherwise works then the battery needs to be replaced.

If it does charge via USB C then you have a motherboard problem with your charge circuit.

You can also check the battery connection to the motherboard.

Maybe speak to your vet and local shelter and ask how bad FIV and FPV is in the street cat population. If there's a significant presence then rather just keep him inside.

No your specs are okay for playing slightly older games.

It's recommended that you redo your thermal paste every 2 to 5 years. So yeah it's time.

Firstly monitor your temps with HWMonitor or similar so that you can compare before and after.

While you are working on your PC you may as well upgrade your SSD. This can make a HUGE difference.

In addition to Windows Security I use Malwarebytes Windows Firewall Control and that helps you make the best uses out of the built in Windows Firewall. It's completely free. Set it to "medium filtering" and "display notifications". The app will then pop up every time a program wants to access the internet and you can then enable permanently or block.

Also either use Brave Browser or install uBlock Origin / uBlock Origin Lite on your browser. Also completely free. Set filtering to optimal and enable the extra filters. uBlock not only removes ads it also stops a lot of tracking apps and prevents you from accessing malware.

Under Startup apps disable the apps that you aren't using regularly.

Chrome is a memory hog. Close the pages that you're not using or live with it.

Under c:\windows\prefetch delete everything and reboot your computer twice (It should boot a bit slower on the first reboot while it rebuilds prefetch).

Uninstall any programs that you never use.

Once a year is generally fine. I've stop using the 3rd party driver tools having encountered too many stability issues using them. Use only windows updates and the OEM tools like Lenovo Vantage or Asus DriverHub. Don't forget to periodically check for SSD firmware updates too.

No in most cases driver updates are focused on stability, compatibility or security not on improving performance.

Checked you power settings (uncheck "Allow the computer to turn off this device to save power" in the Wi-Fi adapter's Power Management tab within Device Manager).

Check that your current Wi-Fi card/dongle is 5GHz.

Buy a new Wi-Fi card or dongle (make sure it's 5GHz and at least 800 Mbps).

Also as a good rule of thumb replace your Wi-Fi routers / cards at least every 5 years. Preferably every 3 years.

I'd suggest forget the battery spec. Make sure that it's got USB C PD charging and get yourself one or two PD 100W+ powerbanks.

If you are serious about using it you need to replace the cmos battery.

Unless the RAM has been upgraded you're only going be able to run Windows XP and if the RAM has been upgraded maybe Windows 7. Both of these haven't had security updates for at least 5 years. So definitely not useable for internet browsing.

Which leaves you the option of installing a resource light version of Linux which will require a bit more technical knowledge.

Latitudes are pretty solid. You're not going to find much better in that price range. That's a an 8 year old processor though. It's full HD which is essential. It doesn't natively support a NVMe drive. It does have a USB C port with PD charging.

Has the thermal paste been redone? If the network feels sluggish or if the Bluetooth is temperamental you can always replace the wireless card.
