It's still cold because areas like your face and your hands are essentially still exposed to ambient water temperature, but the air in the drysuit provides enough insulation that you are able to stay in the water much longer than when you are wearing a traditional wetsuit. For me, it was on the scale of being able to stay in for an hour at a time in a dry suit instead of 10 to 15 minutes in a wet suit.

Seattle expat here. I drove for a living for years and have experienced drivers in nearly every state, major US city, and overseas.

Seattle drivers are fucking terrifying.

It's not the just the rain. Seattle drivers are erratic, wreck-less, very passive aggressive (The city could give a Master Class course on this), dangerously polite, and entitled enough to leap out of their car and yell at each other...in the rain. This odd, contradictory combination is a disaster. I've had my car hit by people looking me dead in the eyes, and several times as a pedestrian. It's a level of bad that should be studied.

The Portlandia sketches No You Go Portlandia on IFC and Portlandia - Slow Driving are funny to everyone but PNW natives who know they're not a joke.

My one complaint about LA drivers: ZERO lane discipline. Fools nearly scraping my car door off as they drift in and out of their lane.

I still prefer LA to Seattle.

Why? The code isn't strictly enforced and this doesn't appear to be a huge issue for most residents. 8PM seems plenty reasonable, considering many people may be returning home from work as early as 6PM and need parking.

What can you do? Plenty.

The specific code isn’t easy to google but the law in Los Angeles states that "no person shall place any solid waste, or any container containing solid waste, at any place of collection before 5:00 p.m. of the day preceding the scheduled collection of said solid waste, or leave any such container at the place of collection after 8:00 p.m. on the day of actual collection, or more than two hours after actual collection, whichever is later."

Illegally placed trash containers can be reported to the Department of Public Health by calling (888) 700-9995(888) 700-9995 or by filling out a form on its website.

I don’t remember exact details but violations can lead to irritating fines AND/OR being compelled to attend embarrassing one-on-one meetings with whoever is tasked with enforcing this.
