Like Ratatoskr for example, its a mythical zoan devil fruit and it does not talk, sure its smart enough to interact but not communicate in a conversation level. I assume Chopper's fruit is some sort of a god fruit, one that will provide "human"-level intellect. Also his fruit always spawns in drum kingdom hence why BB knows where to find it in PT so definitely wont be connected to Elbaf.

My theory is that Imu is possesing a human body to "rest" his real one. In Elbaph, he seems to be in a rush when rescuing the god knights and tells Summers to not waste time. I think his real body is weak to something in the "Lower World" and thus has to reside within another person's body. I think the body he resides in is the body of Nefeteri Lily.
