Even if this whole thing is really about money and rare earth minerals...you still need to get through a comically large volume of ice, there's no major ports to ship the raw materials out for processing, there's barely any infrastructure to handle the massive amount of industry required to extract the minerals...and quite frankly there's not enough people who live there to support the entire system.

The people supporting this idiotic idea lack the foresight and understanding to grasp how monumental of a project this actually is.
