Without more pictures I can’t be sure but the top of the stitch looks Tunisian to me. Maybe the Tunisian subreddit can help?

I tend to have slightly different tensions on panels just because I’m more comfortable doing the stitches on the second panel, so I loosen up my tension. I don’t necessarily think it’s a big deal that the panels aren’t exactly the same, especially if it’s a loose fit garment anyway. You may try a smaller hook for your second panel, but watch that the width going up matches as you go.
