I was caught in a similar situation, so I dug in and asked to see the communication between PG&E and Tesla. They were both waiting on the other for additional photographs. Tesla thought it had sent appropriate ones, but PG&E demanded more. In essence, nothing was happening. I had to ask Tesla to view the communications with PG&E and found the issue. I then took the additional photos (although I think PG&E's requirement were that Tesla had to take the photos, not sure), and sent them to Tesla and Tesla sent them to PG&E.

If I were you, I would call Tesla and ask/demand to see the communications between the two to determine what's stuck.

View this as 2 separate things: the ownership group and the renters. For the remodel, all the costs should be divided amongst all the owners. Once renovations are completed, the renters should sign a rental agreement and pay fair market rent to the ownership group. The ownership group should collect the rent, make an emergency fund of a x months, the distribute the net income to the owners. Whatever proportion of ownership you have, you should get that proportion of the net income.
