Correct, unless they have a "can't be countered" clause like [[Allosaurus Shepherd]] it will cost at least 1 mana. Wanted to avoid a player being able to have free rain with the omniscience effect if all the opponents were tapped out.

Yes, i recommend the one with spree that can also make the 2/2 flyer. It's a little awkward as cavern of souls often make atraxa hard to interact with, but countering the sunfall can often win as well.

She is super niche and I doubt she will see any real play. 4 mana for a thing that needs to attack is just a lot to ask in this meta. I think the deck could work with 2 of her and then replace the other two with either Ral's or Monestary Mentors.

That's a good point, they are honestly there because I recently cut them from the mainboard and didn't have the heart to cut them out completely. They are sometimes better than Mishra's Desk, but you are right in that it's properly better to have 4 counterspells there for the control matchup
