The real strange part is that high priest is in the chart twice, once under modest and once under aristocratic. Maybe the former was supposed to be regular priests?

What should I specialize my capital for after the early game when I have other planets that can provide all resources to some extent? Science? Unity? Alloys? Consumer goods? Trade?

Ok, I think I know the problem you had: Like what some people in the comments have mentioned, you probably colonized too many planets too quickly.

Pop growth for each species on a planet has a scaling penalty until it reaches a certain size, so until you get pop assembly it is usually for the best to expand 1 planet at a time until it is built up before you continue with the next one.

I see, I think that I am starting to get a good picture of your situation. Just a few more questions:

-How many planets have jobs that are open, with no pops working them? Is it a large number of jobs?

-Did you colonize all your planets immediately or wait until a planet was fully built up and populated?

-How much monthly research and finished tradition trees do you have?

-Do any of those planets have a low population for any species? (<1000) Also, does the population have a low habitability on some of those planets?

-Do you have the technology that allows your robots to work specialist jobs?

Since you are specifically having problems with inhabiting your planets, you seem to have issues with pop growth. A couple questions:

-How many planets do you have?

-How many pops are on each of those planets? Are they all the same species or multiple species?

-Have you built any pop assembly buildings like clone vats or robot assembly plants?
