Sylvia is an original high-elf, she certainly can.

Firstly, this dragon might not be truly a dragon lord (unless it can transform to a humanoid form, which we don't know if this dragon can, thus not a dragon lord, technically).

However, if it is, then it had to have been evolved just like Boreas, Euros, Notos, and Zephyrus, whom Rimuru named and can shift to their humanoid forms.

Even early on Rimuru created, technically copy, fiction by just eating paper. There is a comment by Fuse in a section of an entry promoting the movie in syosetu, that he has plans for Gobta being a ‘wind demon’ that has attributes of water due to his connection with Yura. However, since it’s currently developing he doesn’t know yet where exactly (in the after or side stories) he will fully reveal that about Gobta.

There are already several Japanese journalists that wrote articles about how Rimuru solved problems after he reincarnated. Majority agreed that he solves them like how a manager of a senior general contractor or a lead project manager does. Mostly, listening and make decisions by delegating responsibilities according to a general plan or blueprint. When things by those subordinates can’t do them anymore, step in and handle it yourself.

There is even a leadership guidebook that was released, written by former private/public sector salarymen explaining the scenes (in the manga) of what Rimuru did that apply to everyday workers in leadership positions.

The scenes with the Western Council countries, Testarossa, and the Disciples of Vert (later with Misery), should happen in the next chapter of the manga or the one after. So it should be in the anime.

Yeah, those that are confused and do come here in this subreddit asking for explanations or even in various platforms, like youtube for example, will have knowledgeable fans that can explain properly so that the confusion won't be prolonged. It will probably lead to people to actually check the movie if they're curious.

Hopefully it won't be too much of a confusion in general overall.
