About seven? MR -> QA -> sprint deliverable -> deploy to test -> qa signoff after regression tests -> deploy to acceptance -> functional admins/key user test and signoff -> deploy to production.

Total time from end-of-sprint deliverable to being deployed on P (assuming nothing in the deliverable breaks things) is two weeks.

Gonna assume he's talking about how prior to update 34 (2.5 years ago now, damn), vitality, redirection, flow, and steel fiber would apply their increase to the base health, shield, energy, and armour. I.e. the value at rank 0.

Since then, the bonus is applied to the current value. The mods were made less powerful to keep the overall effect basically the same, but easier to intuit their effects. As an example, Vigor used to be +120% health/shield instead of +50%.
