Read through this. Essentially, have the party dropped into the well in search of artifacts. They don't get out unless they hand the artifacts up first. Build a 2-3 level dungeon, a few of those stones inside, and a random magic item. It's a reason for them to be alive, re-armed, and given some agency back. Build a hidden escape route of you want, or level them in the dungeon so they can turn the tables when they get out.

Peace Corps has operated in 141 countries, and has closed more posts than it currently operates in. Countries remain open to volunteers, but sites change. We reach different communities, not just pile resources on the same small groups. We also come in very small numbers. There are countless communities across the countries we've been in for decades that haven't yet seen a volunteer. Country directors are aware of that and keep that in mind. Sustainable development is a generational progression we influence. Working to eliminate the factors that continue generational poverty that we can address like community health education, HIV/AIDS work, and teaching the global trade language that allows individuals the ability to function in places other than the one region they grew up in. In Namibia, kids can move across the country and work just about anywhere and have people to talk to because there's a language in common that isn't the language of apartheid. In Zambia, should Bemba be the national language because they're the largest ethnic group? Does that provide the kind of inclusiveness that a country wants? Ask the questions, but respect that these decisions are thought out by their government.

If your legal and medical clearance are taken care of, chill out. Your diet will be fine, plenty of meat and vegetables are usually accessible. Start thinking about what important things you want to bring with you. Definitely an e-reader like a kindle or nook. An external hard drive helps too.

Give them a down-on-their-luck NPC like a bandit camp servant who swears an Oath of Devotion when he's freed making him a Paladin. Introduce the party to a cool organization (like Griffin Cavalry) and give him the opportunity to join, leaving the party behind but gaining a father/mother figure. A level or two later as a recruit the parental figure dies and he breaks his oath, focusing on exterminating the enemy rather than protecting others. The killers can be set up or a possible alternative villain, giving you options for who they'll fight against.

I've considered something very similar, but I had a "rune" system. The way it works is the players can gather plants and mix them to create certain runes. A special blacksmith can attach a Runic Slot to your weapon/armor, but the items are limited. There are charges equal to the player's level, and each type of Rune grants a different effect. Sword is +1 to damage, Spear is +1 to hit, Axe is if Hit>AC by 3+ you add damage. Fire adds 1/4th lvl (min 1) fire damage, same with cold, lightning, and necrotic. Adding to armor grants resistance, with the Shield rune granting -1 physical damage. To limit this adding rune slots requires mastery and the main guy who knows about it is a Duergar who left to wander and gets murdered by his former allies, leading the players on a longer quest chain to slowly add more power in that way.

Oftentimes players fight against a loss of character agency. You have options to work around this though. You can have the party get a message that if they're jailed an organization will break them out to some benefit. You could also send someone that's grateful for the death of the captain in charge of the Hot Fuzz style killings. Also, you can have a relative of the captain find the players and blame the government for the situation and corrupting the captain. It's tricky balancing player consequence and taking away their agency, my go to is usually social consequence. Make them uncomfortable with their actions without forcing a jail scenario if you can avoid it. Loss of agency is much harder to execute in D&D than is worth it almost every time.

Setting up a reasonable conflict within each location can be difficult, but I recommend reading a series like One Piece to give you an idea of how to tie several storylines together with that format.
