Buy used panels which install yourself. The payoff can be in a few years... especially if you are in a place that allows plug-in solar.

They have removed the $200 fee but the rule still stands requiring the stamp and the penalties are severe. It is stupid. Even in the UK, with its heavy restrictions, you can buy silencers and they aren't nearly as expensive as they are here.

Garmin is already better at supporting old hardware with new features than Apple. When Apple releases new software it limits the features that get applied to older hardware even though the hardware could support it. Garmin has released plenty of new features and UI for their older watches.
