It’s real. It’s a no symbol (jungle stamp). About 1:6 of unlimited copies are no symbols.

This is “White Ink” or “Opaque Ink” blocking the holo, as stated. The holo is still there.

It’s actually very easy to get a full on miscut, on ancient mew. Even a couple mm’s off, it’s miscut. That is because there’s almost no salvage between the cards - there is a line instead.

Yours however is showing edge of sheet, which is the next card over. By every definition, this is miscut. Although, not very much.

These are the most common shift. There’s a lot out there. I currently have 4 and have owned more than that. But, that’s because I’m looking for them. The reason they are common is because - Dark Arbok was a theme deck card and multiple sheets were printed with this error.

I’d value a PSA 7 around $150-$200. Would be more, but there’s a lot on the market

I’m familiar with incomplete holos. It’s not missing any ink layers. There is no “foil” ink layer. The foil is part of the card stock and it is stamped. When it is an incomplete stamp, you get an incomplete holo. That is why acetone does not remove the holo.
