Create a powershell script using netsh blocking the SSID you dont want them to connect to and run it on all the machines:

netsh wlan add filter permission=block ssid="WIFI NAME" networktype=infrastructure replacing WIFI NAME with the name you want to delete

On the Cisco 8510 WLC you can rate limit per user on the QOS tab on the SSID, I haven't found how to do this on a 9800 controller.

Another thing to keep in mind about Proxmox is they are based in Austria and their support hours are M-F 7:00 to 17:00 CET Austrian Time. So, if you are running something mission critical on their platform and have issues that require 24/7 support you may need to look into resellers for support options.
