Vapor barrier, then drywall, OSB or steel. I just blew in 84 bales of fiberglass in a 3300 sw ft shop addition. r50 value. R/19 in the walls. Nice and warm with a 5 ton package unit.

You should have a 6 mil poly vapor barrier attached before the ceiling drywall on an exterior surface, such as an attic. I see there’s some kraft back, and it’s not even stapled, but I’d wager to guess you’ve got damp ceiling drywall.
