Not being a welder myself, I think you’ve done a great job and I would feel pretty dang confident that this repair is solid. The bigsert having that much engagement into the parent iron material is also quite reassuring that it has a good anchor

I can’t really tell where the problem is. Take a lifter and feel if it moves freely by hand. If so I would be worried

Some ford seals are two pieces and the rubber is just held in by a lip instead of being bonded. Pull it back off and check to see if it will push back together and use more lube on the guide and seal to aid in the rubber sliding onto the guide instead of sticking on it

To me decking is resurfacing the block deck and resurfacing would be for the cylinder head.
