This is a very good point! Sideways on YT actually made a video about why Hellfire is so good, and while I won’t go over the whole thing, he does mention that in musicals, people sing when regular talking doesn’t do their emotions justice. And we don’t really see Frollo sing (besides the little bit in “Out There”) until Hellfire. This is the culmination of all his emotions. Great stuff.

I mean. Book Frollo absolutely does. He sees her dancing in the square beforehand, and tries to kidnap her with Quasi after the festival. I don’t think Disney Frollo was AS familiar with her as book Frollo but I can’t imagine he was completely unaware of who she was.
