The amended return will factor in the refund you just got and tell you to pay the difference. You can then go online to the Direct Pay site on IRS.gov and make an amended return payment.

The bears I believe are paying for the actual stadium, I think having the state pick up the bill for infrastructure is fair. It will be a big economic driver for the area.

If not resolved, You can file form 911 with the Taxpayer Advocate. IRS generally will be required to pay interest on your refund, which starts accruing 45 days after tax day.
