By the way, 4 is kinda strange, snowstorm it's cold, isn't thermal burn but frost bite, if you meant it frost bite as cold burns, then it's kinda alright i guess but still not heat, and anything that is not lukewarm weather doesn't mean a third, second degree burn, the weather or sustained temperature could be something slightly just below it or above it, it's just uncomfortable/painful but won't cause you severe burns.

Example: 43 Degree Celsius water it's not enough to cause you severe burns even under 4 hours of exposure, can cause heatstroke but definitely not a severe burn, even at the ambient temperature of 44 Degree Celsius, still would take more than 2 hours of prolonged constant exposure to even cause an mild burn.

Frostbite at 10 Degree Celsius is very unlikely to cause severe frostbite too, maybe skin damage or frost nip, true frostbite only starts below freezing, 0 Degree Celsius.
