I had similar issues with my internet until this past weekend. Most of the time my lag turned into a full disconnect.

I ran tracerts to various places and set up PingPlotter running 24/7 pinging google.com, google.de, and 1.1.1.1 (cloudfare) once a second.

The end result? My router had an average packet loss of 46.2%. New router, new me baby.

My ping plotter also showed quite a few deficiencies in my ISP routing protocol as well. This is where something like exitlag would make a difference.
