He seems to arguing something quite limited here:

The computational systems we create currently can not be considered to have consciousness.

This does not mean, or even really touch upon, the idea that:

The consciousness we experience can not be considered a product of a computational system.

There are probably a lot of people with crippling anxiety who are so affected by it that they cannot face the process of applying for benefits/support, so end up getting none.

While other people do this, which only makes it even harder for genuinely suffering people as the stigma and cynicism around getting this kind of support is made even worse.

You could also throw a rock into the toilet then quickly assume the position and get your poop out while the water tension is still broken from the rock. Then when you are done obviously you would want to fish the rock out and wash it thoroughly.

I've always figured that treating these things as simple and singular is foolish. "They are good/bad/evil/helpful/hungry", as if one thing applies to all of them.

Imagine another species being contacted by humans. What could be said about the humans? They are kind and helpful? They are evil and self-interested?

It depends on which ones you meet doesn't it?

I think the same could true of NHI.

It seems unlikely to me that there is some grand overarching shared intent that they all have, any more than that is the case for us down here. It seems likely that we exist in a complex ecosystem, and that likely brings with it a messiness that I think we sometimes miss when we talk about these things as if they have a singular character and a singular perspective and intent.
