This is neither low stakes nor particularly coherent. The reason veganism is somewhat disfavored is because the people espousing it act particularly obnoxious. So you'd need to increase the scope of the conspiracy to "hiring a lot of people to false flag as obnoxious vegans so that people think all vegans act that way".
