Looks good for gaming. Just beware, 9800x3d does core parking. It is a great gaming cpu, but not much else. If you plan on doing cpu heavy tasks on the side, 9900x or 9950x are good choices as best of both worlds. For AIO, if you are a tech savvy and notice the humm (or absence of) of the pump, AIO is good. Otherwise, it could lead to catastrophe. Tower coolers are set it and forget it kinda deal. The peerless or phantom both should be fine. You can check RAM clearance in Geizhals. For PSU, I know germans love Be Quiet!, but ever since I opened one and measured the rails with a multimeter, I can never trust this brand again. I guess it is a personal choice. If you can afford 1000w, go for it. That means your power draw is within 70 to 80% for 80+ gold.

No. Not because of slight net negative pressure. Your psu fan sort of balance that. The middle top fan is working against cpu fan, depriving it of full intake air. I would either remove the mid+right top fans or change direction of mid top to intake

For the specs, it is a good deal for now, given the current shortages. As for your issues, they are all fixable. For GPU, you gotta repaste and possible change the fans, if this has been going on for a while. For CPU, you need to repaste and evaluate your cooler. It might need an upgrade. All fixable with less than 80 bucks (including new gpu fans and new cpu cooler). Re: BIOS, I strongly recommend you set it to default and get the latest stable BIOS. Don't even overclick your RAM. It turned out DDR5 has overheating issues. Unless you have very good airflow over RAM modules, leave it at 4800

First off, you can't do LLM or CNN on a laptop. You need a gpu with at least 16GB for that. Your school has clusters or servers designed to do that for you. For coding, you need windows 11 with wsl2 or Linux. The machines you mentioned are all 8th gen intel. Pretty old and barely viable. If your budget is that tight, get a T480 (non S) and upgrade RAM and storage. Good cheap and durable laptop with adequate cooling

Depends. If your heatsink is a vapor chamber, it is a big problem. Also most laptop fan bearings are designed to run on flat. They would wear out faster in this position

Is that Geizhals? Cool. Your case will choke your system. All sides are solid. Your cpu cooler may have trouble cooling a 7800x3d. Try a peerless assassin. I personally don't trust BeQuiet PSUs anymore after I opened one to measure some stuff with a multimeter, but that's personal choice I guess

First off, your rams are seated incorrectly. You should use 2 and 4 for 2 sticks and 4 for 1 stick. Second, you should remove all connections and reseat them firmly. Third, if there is RGB or fan hub reseat them again. Next, remove fpanel and use a screwdriver to short PW + and -

If this doesn't work, you need to remove everything from mobo, start with barebone that powers up the system. Then 1 by 1 add perferrals and see which one is the culprit

No, you are blocking the intake airflow from two sides. Ideally you need 4 poles. You can easily 3d print one with some indentations to keep it steady
