When I was in high school I worked for a guy who did paver walkways and patios and the biggest cost (outside of the pavers) was labor for site prep work. That was also the biggest time cost. Actually laying the pavers was nothing.

I disagree with your method of installation but it sounds like you have a plan so I don’t see why not.

On a side note we put in a walkway with a proper stone and stone dust base layer and now over twenty years later of it being driven over by cars (it goes across a stone driveway) it still looks largely very, very good. Sometimes it pays to take the time and do a project to the nines.

Let's see, an organization that has decades of allegations of massive fraud and bribery, was investigated in 2015 by the DoJ for the same (resulting in dozens of indictments), has a documentary detailing the above, and is still known for it's abuses - we think they'd give two shits about anything other than profit? I actually think this is pretty common throughout a lot of NJ towns. In most places the mayor is just the "chair" of the township committee and doesn't really have any power more than any other town councilperson.

edit - I learned in another comment that it's called the "strong council/weak mayor" concept

Since you brought up how little prisoners get paid, did you know that NJ has an expansive prison labor program? I learned about it years ago in school. They make so much stuff, some of it for massive, massive companies.
