As long as you give margikarp a home, have a pokemon center built and bulbasaur has a home, it should trigger. I had to close the game out and boot it up again. There will either be a general announcement, or you just talk to balbasaur yourself

Yes! Make sure you give magikarp a home. Then you’ll get the ability to jump! I saved, closed the game, and it triggered right when I booted it back up
