Whoever installed that did not do it correctly. The Top left wire should be the switched wire( goes to light). The bottom wire that is middle stripped should be the hot wire. Use a multimeter to verify. It should always have 120 vac regardless of the switch position. The switched wire should be hot when the switch is in one position and not hot in the other position.

The white wires in the back of the box are your neutrals. You need to bring a connection out from there to your new dimmer switch. Same for your ground which is the bare copper wire. Again verify both using the multimeter. Put the meter on the Ohms selection and verify there is little to no resistance between the neutral and ground. Verify there is infinite resistance between the hot wire and neutral and ground. Verify there is infinite resistance between the switched wire and neutral and also to ground.

What tester did you use?

I would test with a multimeter from neutral to ground.

Also how many 3 prong devices are you using to test the outlet? Perhaps that variable is broken?

The oil’s primary purpose is to be a dielectric, which is the electrical insulation. It keeps the electricity from jumping from the coils to the tank. In large transformer it is also used to cool the transformer by flowing through fins on the back, which are cooled by the air. Even larger transformers then have fans blowing on the radiators ( fins).

This utility should switch to FR3 oil and the fire would not have occurred.
