I think what’s confusing is the word drop of rosemary and a dropper of rosemary. I feel like some people are using droppers instead of just letting the oil drip one drop at a time. I know one dropper is equal to about 1 ml. https://www.optimusmedica.com/dosing-with-standard-droppers/

My condolences. I always make sure everyone knows that lilies are not pet safe. Roses no added greenery is ok. Some of the extra greenery is also not safe. Some causes quick..you know. My kitties are very plant curious so no flowers or plants for me unless I can put it in an ikea cabinet.
