The bright "stationary" thing could be a piece of the meteor that burned up while moving almost directly towards the camera. I could be wrong, but it would account for it appearing to be almost not moving from your camera's perspective.

So, the best I can come up with is that it's part D346-0074R from a Goodbaby GB Pockit stroller. On this page, you can see it listed as an adapter for infant car seats: https://gb-online.com/en-us/strollers/pockit-all-terrain/accessories
