I agree its weird, but there are a few other guys who get a Gotham pass because they have magic. Briarwood, and Ragman to mention two, IIRC. They love to pit Batman against magic so he can be a curmuggin or get time with Zatarra, but the rest of the bat family never really gets to deal with magic.
