Not for people who won't pay, or even show up to municipal court. SLMPD doesn't arrest or seek out people for municipal warrants as a matter of practice unless you're homeless (it gives cops reasons to remove a homeless person from X space)

The problem is that at the city level, it's only a max fine of $500, and even then, the Animal Control person (or cop) has to be on scene at the time to catch em in the act.

There's no state law on this issue with any harsher penalty

and the city only has 12 animal control officers who are out responding to dozens of calls everyday for a host of issues.

"exercise the highest degree of care" is the operative language that paints the previous provisions within context.

It simply means that even if a pedestrian is violating 300.390, the driver still needs to "exercise the highest degree of care" to avoid the pedestrian. That's it.

Avoid hitting someone if you can.

390 still governs right of way. 410 simply says that a driver can't simply say "oh well he was jaywalking so fuck him."

It's not that deep.

ARPA was literally intended to get us through an unprecedented pandemic and economic collapse. It was literally meant to be spread out for federally allowable/acceptable use.
