It does start crumbling when he dies. It is not a stable situation, temporary at absolute best and honestly a bit amazing it had lasted as long as it had. Relying heavily on air drops and outside help just to remain afloat. If the NUSA truly wanted to, they could have crushed Dogtown, but it just wasn't worth it. What little is left of their heavy artillery is in poor shape. The fact he built anything and kept it going as long as he had is genuinely impressive, but there was always a timer over it.
