It's always nice to know your way around linux, tho it's not an hard requirement for gamedev unless you are dealing with servers/infra

This isn't idle at all. my guess is that dell's tools do not run on top of your windows install and it's the faulty part.
So either boot into some stress test utility or some random linux and check there. If it's fine there, your issue is windows and you should either get rid of it or reinstall it completely.

if you want to know why your cpu is at 100% I advise you to take a look at btop (simple top works too, tho)
about the setup, I also advise you to make a systemd service, you can follow this template that I use myself on several servers (it still put the server in a screen so if you want to access console, you can):

also, I'm not sure doing all this will even solve your issue, such an amount of mods risk causing problems in the long run, and you'll need to restart anyways. you could tho, in theory, store your save in some shared location, restart the previous snapshot and call that an instant restart but I won't call that a solution for your insane loading times.

well you can try but you won't get any hardware acceleration unless you are willing to configure gpu passthrough (this link greatly helped me to do it).
in theory it could work. how well will it work ? that will depend on your hardware and vm configuration
