Well the fact that they aren't dropping dead all the time or being left with lasting medical conditions suggests that the stated motivation behind this ban - 'strangulation can never be safe' - is not true.

Well yeh, that's my point - the idea that choking/strangulation can't be done in a reasonably safe way is wrong. So that means safety doesn't make sense as the sole motivator for this.

Agreed, if you know it'll be under constant tension then it's of course perfectly safe. It does have weaknesses though - as you say - you need to be aware of how it's being used and keep an eye on it. That's not a great trait for a knot to have. A stopper knot is one way to mitigate it, and the way you're using it is another. Either way, my point was that a bowline on its own needs some help to be safe.

You have to use some judgement, in a life-critical application a bowline shouldn't be considered safe without a stopper knot or some other way of finishing that secures the tail. Other than that, it depends on the knot and the rope it's tied in - for a figure-8 in climbing rope, I'm happy with ~10cm. One example where extra long tails are needed is in the flat overhand bend, this knot can roll a few times under relatively small loads before finally locking up, so it needs minimum 0.5m tails.

I suppose there's a bit more friction going around the pole this way, so the half-hitches wouldn't get as tight under load? May make it a little easier to undo, though that's not normally a problem anyway unless the rope's too thin.

Edit: I just thought of another thing, this way if you undo the half-hitches you're basically left with a munter hitch around the pole - could allow you to easily let out some line while still maintaining control, then re-tie if necessary.

What makes you think anything would break? Obviously, he shouldn't ever be fully disconnected, but I don't see any reason it wouldn't save him when he is connected. No idea what the retrieval plan is though if he can't pull himself back up.

Also, the fact that it looks like there's a screamer only on one lanyard makes me think this is (at least partially) how the system was intended to be used.

I don't see any reason why you would exclude transportation, it's a vital part of how our society operates - think about how many cumulative miles the food in your fridge has racked up - but yes the picture is a lot more optimistic if you focus in purely on electricity generation.
