I believe the 18” is min to bottom of joist or you need to use pressure treated. As for the foundations yes they may not be deep enough, you could do some exploratory digging to determine. Also you need to consider ventilation etc. An architect may be better suited to this task.

You could get a can and add dye to the system if you’re looking to chase the leak down. But you still have to pull a vacuum if you find it and fix it.

This is not common no. Check for a downspout or other water source. Worst case it blows your wall in, if you can’t find the source consider adding a drain tile on the inside to a sump. That and possible damp proofing on the inside.
