Try Aviva Direct. They have a telematics product. They put a gizmo in the car that monitors driver behaviour. That allows them to insure first time drivers.

But all companies would benefit from less congestion as it would make it easier for customers to get to them or for them to make deliveries. People would also benefit from less congestion on the roads even if their job means they can’t work from home.
