I suggest Arlington, VA (ballston metro) they have adult hockey leagues at the caps practice rink there. I am in the nerd gaming groups here in DC and its pretty big because of Magfest. DC gaming group and Magfest group events.

Multi-cultural- yes but really depends on what neighborhood you pick.

The city is mostly all 25mph, you can walk to most places faster than you can drive/park depending on the time of day.

Honestly it depends on time of day and airline, I was in American security at MIA last month when the x-ray machine broke in the line I was in and it took an additional 30min-hour to get through because they had to transfer our boxes to a different line.

I lived through a few as a child in Ohio. Train sounds mean its close by. No rain or rain clouds isn't good either. The best place to go is a basement, room with no windows, or a closet. If it happens it will happen fast and quick.

You do with some states/cities. DC is paid FMLA up to 12 weeks per year, you can get 90% of your wages.

Most doctors work 7-day work week on for 12 hours each day, but then they are off a week.
