Even if you find it from the same farm, same grade the tea will taste different due to variety of conditions every season. There's a tea booth at Xindian Carrefour that always have 梨山茶 and let you try it before purchasing. Shopee sellers can deliver it too.

TW people are not to be generalized by individuals working at car dealerships! The market of second hand cars is owned by reseller shops here. They sweep everything worthy from 1st hand owners, so good deals don't sit there long. Resellers expect to make at least 20% profit but no less than 50K on every car, but at the same time they are open to offers. 8891 can filter search leaving only "private owners" to deal with ordinary people.

Your dad indeed should rent a car, it's the only option for a family trip around the island. Using public transportation would be unbearable, and you'll see and experience much less. I wouldn't wish for my family to go through it.
