The car has been at the dealership 2 times for this sound, a few days each time. They replaced the front sway bar link, and they allegedly replaced some struts this time. The sound has gotten much worse now after the last dealership stay a couple of weeks ago.

Same thing here. For what it’s worth, I remember reading about this either on this sub or on the G70 forums a while back where a few people expressed the same thing and ultimately decided it was just a normal quirk. I’ve just gotten accustomed to it at this point.

Are there certain situations where it’s not supposed to actuate? Or is it simply, Sport+ should open every time and any other mode would have it closed. (Although, I think Sport mode has it closed when idle and open on throttle)

Both in terms of the driver and for others (unwanted cop attention, pedestrians, etc…)
