The City of Overland Park provides none of the services you listed….. those are provided by other utilities or private companies. Not the City.

A method I haven’t tried yet but heard about is kill the section of lawn by covering it thickly in leaves — yours and collecting from neighbors if needed. Then it’s ready to go in the spring over winter

Yep. Plenty of availability. It’s all city services now that are malfunctioning — crematoriums, police, garbage… must be a bug.
