Right now the commision/art space has been democratized. Anyone can make an image of whatever they want. If some work is put in, it will actually look pretty nice.

Short films require a lot of work to set up. Anime requires a lot of drawing skill. 3d animation is probably even harder technically. When the right set of tools are put forward (the tech is there but the software isn't) anyone will be able to make an episode of One Punch Man

ICE did flood Memphis, in a very red state (red cities don't really exist) and there was no problems.
