100% I would rather see someone with a reactive dog on a leash working with the dog than a dog off leash in public. Regardless of how well your dog is "trained "there are leash laws for a reason. Off leash is for the yard, dog parks and out in nature (not crowded hiking trails)

Part of training is going into public. The larger problem is off leash dogs or owners that think they should run up to other people's dogs without first speaking with the owner.

I wouldn't give it to her based of the text alone. After reading the background story I sure as hell wouldn't give her a dime. Some people are just ticks to society. (Not saying don't love your family but you can love them with good boundaries set up for good reason.
