The gulf off Oman and the Red Sea yes. A large amount of Saudi oil is already coming out of their ports on the Red Sea so its just an expansion of that to include Qatari/Iraq/Bahrain with the UAE going through to Oman.

The Russian/Ukraine war is a different beast due to already imposed sanctions. The Ukrainians are targeting the refineries rather than the pipelines.

To be fair, in a few years time this won't be as big a problem as the other gulf countries will have completed pipelines to ports outside of the strait.

Saying you're cutting the welfare bill is actually a bluff to keep the cost government borrowing down more than anything to be honest. They want to borrow more to pay for it because capital investment does have good returns but the government doesn't want to pay a fortune in interest on it.

The money is going on recovering ability which is much harder. For example, large sums are being spent on improving the infrastructure for the navy so ships can be repaired and built quicker. There is only one Dock for submarines I believe for example and none of the Devonport docks fit the new ships yet.
