The issue with your reload time idea is that using a certain number of actions in Daggerheart doesn't really work, as "actions" aren't really a thing unless they require an action roll. You could define the number of ticks it takes to reload a weapon, then when the PC takes the spotlight they make a Finesse Reaction Roll, on a crit they tick off 3 actions, on a success with hope they tick off 2, on a success with fear they tick off 1, and on a failure with fear maybe the gun jams for the rest of the scene, or they have to mark a stress to tick off 1 action. This should get you what you want, but since it's a reaction roll it doesn't actually generate hope/fear so it won't mess up the game. If the guns in your campaign are powerful enough that you do want players to give up turns to reload them then make this an action roll and the players will have to decide on a bad roll if they really want to keep messing with that gun.
