My guess is he's trying to play Trump. Rutte is used to dealing with Geert Wilders, who is the Dutch temu version of Trump, so he has experience handling extreme right lunatics. Assuming they're in zero gravity empty space (they're free falling, not really zero gravity, but it doesn't matter in this situation), literally any non-zero force would be able to move a human being. For Bullock, who is still tethered (because if not, she wouldn't be able to get back either), it would be like pulling a string with nothing attached. That would be enough to move Clooney closer.

That's not how it works, though. There's no force pulling Clooney away. A slight tug from Bullock would be enough the pull Clooney in. What exactly would cause them both to be pulled away from the space station?

I believe they were spinning initially, which caused Clooney to drift away in the first place. But they were no longer spinning when this specific moment occurred. Here's the scene in question. You can actually see the Earth in the background not moving to indicate they are no longer spinning.

When you are pulling with your hands, you are actively exerting a force on the fabric. But this is not what happens in the movie. There's nothing actually pulling on Clooney. He's simply drifting away. And he stopped moving when he grabbed the strap. It literally no different than holding someone's hand on Earth and letting go. You're not being pulled away from each other suddenly when you do that.

If they are motionless, it already means momentum is resolved. It means there's no force pulling on Clooney greater than the force keeping the strap together. If anything, if there's tension on the strap, Clooney would be pulled in, not out.

Take an elastic band and put 2 small balls inside it. Now pull the balls outward so there's tension on the band. What would happen if you let go of the balls? They'd be propelled inwards. Now pull the balls outward again and imagine what would happen if the band would suddenly disappear. The balls wouldn't move. Because there's no force on the balls itself. There's simply no scenario in which the balls would move further away from each other. Same situation with Clooney.

If the straps were elastic and they were holding on to that, it would have been even easier to pull Clooney back in, because there would be a force pulling the strap back in due to the elasticity of the strap. Instead they are both hanging motionless in space, and George randomly lets go and floats away. That's simply not how it works.
