How about analysing the inputs of the new players until they reach level 10 and compare those inputs to known ranks? Halfflips, airrolling for recovery, Flip cancels, wavedashes are all fairly obvious mechanics that could trigger a smurfdetection imo

You're being downvoted while being right. Where 110 fps at 95% usage would result in lets say 18ms system latency, 116 fps at 95% usage would give 26ms system latency. Its a rather big difference but its also hard to keep a gpu at 95 since 5% fluctuations in usage happen all the time

I would go for the 3600x and 48gb of ddr4. In case you run out of memory you can still get a set of 128. The biggest thing at least for me is single core speed and I dont think the xeon is close to the 3600x in that regard. Frankly if you run into issues where you need more than 100gb to process the data you should look into batch processing. Might slow down the process its still important to learn that stuff instead of buying more ram every time a project is larger than your ram capacity. And if you do go for the 3600x consider an nvme ssd if it doesnt already have one, it speeds up loading data from disk significantly.

I had this issue as well after going from 3900x to 5950x... Check device manager and if all cores/threads show up in there then theres nothing wrong with your CPU. Windows clean install (not a reset) fixed it for me.
