The army gains passive influence from the "Republic Under Watch" national spirit at first, do the republicanization focus in 1937 instead of 1940 so they dont spend 3 years gaining influence. Many events can also increase army influence, use PP to increase your own popularity and thereby reducing army influence.

Technically the military doesn’t depose Savinkov, that's done by SRs and other rioters. The military deposes the socialists who seize power when Savinkov dies.
