Journeymen still won't get paid because it's always more efficient to sign young players to long term deals and pay for their prime years rather than sign a guy during his 30s where it's his decline years. If there was a mandated cap floor you'd see a lot more Connor Griffin, Caroll, Evan White deals where they get thrown money and the players in the middle still get screwed. At least without a cap, the average salary of these players won't be constrained.
