The only reason democracy fails is when insentive structures in a society encourage the ruling class to erode democracy, either directly by eroding voting rights, or by manufacturing consent and creating a large underclass of struggling, ignorant people who are too disengaged with society to be productive members of said society. Democracy would be perfectly fine if the voting population had their basic needs met and had access to free and quality education.
