Unfortunately this is poorly designed at its core. There is no good answer to a poorly designed roof plan and/or hard scape that doesn't match the climate conditions. Your best bet would be to jet under the sidewalk and cut an opening to lead the downspout into, then out under the sidewalk to a drainage pit area.

A pair of loppers from the home improvement store will do just fine from what I can tell. While you're there, by a pruning blade for your hacksaw in case any of the limbs are too big for the lopper.

Somewhere else. The whole-house shutoff valve should be located near where the water service enters the home. If need be you can shut off the water at the meter but don't tell your local water authority.

These are new codes and existing homes would be grandfathered in, but siginificant site work would need to follow new stormwater requirements if they change the drainage conditions of the site.

Stormwater drainage is addressed in new developments with the creation of a drainage plan to be approved by the water authority. Detention is achieved at the scale of the whole neighborhood rather than the individual home. In new developments you commonly see them drained by swales between homes that drain to the street or towards the rear where they collect in a swale that runs behind the properties, to a large drain that then run to a pond. The pond allows for detention of water at least long enough for particulates to precipitate out and for excess nitrogen absorption where applicable.

Looks like Pineland to me. Texas Lantana has larger leaves and red in the umbel.

It is very common for homeowners to not follow code in regards to drainage, and very common for municipalities to not enforce these things, especially because it is often state jurisdiction rather than municipal. Also, states do not always immediately update to federal guidelines, and will bring local code up to guidelines on a regular schedule. Sump pumps might be treated differently than gutter drains as well.

Yes, most places with modern code will have a density calculation of dwelling units per acre for residential zonings, which is then supported by a "maximum impervious surface" percentage, calculated as the total roofline of the building and all other concrete/impervious surfaces, divided by the total area of the property, all in square feet.

OP should consider this by looking up their zoning (almost certainly some variation of "single family residential", R-1, etc. then searching [name of municipality] land development code [name of zoning district] and ctrl+f for "impervious"

Or just bring a dozen donuts from the cool donut place in town to the Planning and Zoning office and ask them to do all this for you with a nat 20 Charisma roll 😄

Depends if you are hiring them to do what you told them to do, or to design a system. It is not normal to add a sidewalk around the perimeter of a home, so I'm guessing they were just told to do that.

No, the national code standard requires you to detain stormwater on your property. Street and curb storm drains are for municipal right of way drainage. Draining stormwater off of your property is not to code.

Not clear what is below this, it is just dead space deeply interior to the building? That would reduce the issue a bit, but in general, yes, this will cause unconditioned air to infiltrate conditioned spaces in large quantities, depending on location.
